Option to make window focus follow the mouse

It would be nice to have an option to cause the window focus to follow the mouse. I am forever using the wheel to scroll but scrolling the last window clicked instead of the of the window my mouse (and my attention) is on. I know that just clicking on the window will bring it into focus and it will then respond correctly but try as I might I cannot get myself in the habit of doing that.

Thank you for the feedback. The current "way it works" is based on standard Windows control behavior. I agree that it would be good to work as you suggest (for the scroll wheel) and hope to eventually write the custom code necessary to implement it that way.
