Is there a way to link to a footnote within a user module?

I think that what you are probably asking about is a linked footnote that will let you click to and from the bottom of the entry so you don't have to scroll.
There is no automated way to do it in the editor, but it can be done if you are willing to manually edit the HTML code for the entry in the user module.
You would need to use anchors in the document to work out a footnote link that goes both ways. Here's a website that has a tutorial on it: http://www.echoecho.com/htmllinks08.htm
