Would it be better when a link in a book refers to a whole chapter to put the margin link on the 1st verse of the chapter or ignore it entirely. Another possibility would be to have a chapter note link at the top of the chapter for these situations (in the area where the "previous" link option would be)

It obscures meaningful links to a verse when every verse has a margin link to the a resource when it's not relevant.

Here's an example. The entry in ISBE for Johanan has an entry for Heb 5 and Heb 13 so every verse in Heb 5 and Heb 13 shows a margin link to ISBE.

BTW There are a lot of suspect entries in ISBE that follow this general form as shown in the entry for Johanan:
(5) A Benjamite recruit of David at Ziklag, but perhaps a Judean (1Ch 12:4 (Heb 5)).

(6) A Gadite recruit of David at Ziklag (1Ch 12:12 (Heb 13)).
