What would you think of a view mode where all panels stay maximized and you move between them with the tab key?

Try this:

Enable customized layout (View menu).

Then dock each panel into the Bible panel, so that each one appears as a tab at the bottom of the window. Once you've docked all the panels as tabs, you should have the screen the way you are visualizing it. You can switch between the displays with the hot keys as listed on the View menu.

In order for this to work properly, you probably need to have the Verse List and Search Result panels set to be "re-used" in Preferences > Layout Options.

At least this way you could get a feel for how the layout would work...
