I've seen this happen on users' computers that have their user modules stored in cloud-synced locations. Personally I have never had this problem (and I use OneDrive), but you could try moving your user module folder to some other location on your hard drive.

Also, if you have a user module that is not editable, right-click its tab and select the module information item. The information screen will tell you why it is not editable.
