Here's the help file section on cloning panels:
Version 9 added right-click clone support from the Topic Guide and the Verse Guide.
It also added opening a clone panel from the main search box:
In version 9 the default is to make a clone panel that can be maximized, minimized, and "snapped" in Windows, and works with Alt+Tab. This is new. The other two ways of making a new clone panel are the same as previous versions"
Clone Panels
A Clone Panel is a special type of Bible, Book, or Commentary panel created when you select the Clone Panel option from the respective panel menus.

Preferences (Options and Settings) > Layout Options
Select the File menu and click Preferences. Select the Layout Options page.
