Should this option work in the Commentary and Book panel on a verse reference?

I thought it worked in the Commentary panel, but I see that it only works on the reference in the header.

Yes. They open in the reference panel instead. Is that expected behavior for hard coded references?

The hyperlinking style setting for "multiple" also prevents the verse guide from responding on a ctrl-click. They do respond by ctrl clicking the verse in the reference panel. So that's ok.
