It's part of the version 6.1 library. Go to HELP and select ABOUT SWORDSEARCHER. What library version is reported? It should say something like "Deluxe Library Version 6.0".
If it is anything less than 6.1 it won't be available. Click HELP and select CHECK FOR UPDATES for details.

For anyone else reading, who might be having the same problem, you can find the Word Clouds book in the book panel on the WdClds tab, or, you can use the module selector (Ctrl+M) and see it on the list (start typing "cloud" to get to it quickly on the list).
