A tool that would let the user see the whole book without using the index or quarter window in the GUI. Kinda like a pdf I guess...

Try the view menu, layout customization, then drag the book window where you want it. Make it as large as you want or even put it on a second monitor. When you get the layout the way you like it, save it using view menu, save current layout.
Play around with everything. I have 4 separate windows on the desktop (not in the SS frame). I usually keep the Bible on the left half or 1/3 of the screen and the rest hidden. When I want a book I can use f11 to bring the book window up. f12 for the commentary, f2 to do a search.
